Mr. Shipman's practice focuses on land use and real estate.
Land Use
Mr. Shipman has represented property owners in all types of land use actions before local governments, LUBA and appellate courts, including:
- A regional receiving and distribution facility, which involved amending an UGB, comprehensive plan, zoning and other related development applications
- Subdivisions and planned unit developements
- Expansion of churches
- A winery in Marion County
- A regional processing and distribution facility for an agricultural processor
- A condominium development on a substandard sized property through a series of adjustments and variances in the City of Portland
- A 200 plus space R.V. Park
- A regional storage and distribution facility
- A community shopping center in the City of Salem
- Replacement dwellings in EFU zones
- Defending property owners in enforcement or zoning compliance actions by local or state agencies
Mr. Shipman has worked with property owners on projects in the cities of Salem, Silverton, Woodburn, Dallas, and Amity, and with property owners in the following counties: Marion, Polk, Yamhill, Clackamas, Deschutes, Linn, Tillamook, and Grant.
Real Estate
Mr. Shipman has represented corporations and individuals in sales and acquisitions in agricultural, commercial and residential real estate transactions, including:
- Acquisitions of large farm parcels, involving financing, leases, use and access easement agreements
- Businesses in commercial leases
- Corporations in the acquisition of commercial and industrial property
Professional Activties
Mr. Shipman is a member of the Real Estate and Agricultural Law Sections of the Oregon State Bar. He is a member of the Marion County Bar and a member of the Salem Economic Development Corporation. Mr. Shipman is a guest lecturer and an adjunct instructor at Chemeketa Community College for land use and zoning. He has also been a seminar speaker for continuing education seminars for Realtors® on land use and zoning issues.
Background
Since 1985 Mr. Shipman has worked with land use and zoning matters. During the first eight years he worked as a land use planner in both the private (Seattle, and Salem) and the public sectors (Deschutes County). Since 1993, he has worked as a land use attorney in Salem, Oregon, assisting land owners with a variety of land use applications and enforcement matters.
Education
Mr. Shipman graduated from Western Washington University with a Bachelor of Arts in Geography and Regional Planning, and from Willamette University College of Law.
